News MEETING REPORT - XRB BOARD MEETING DECEMBER 2012
Over the last two years the International Public Sector Accounting Standards Board (IPSASB) has been developing a conceptual framework to underpin International Public Sector Accounting Standards (IPSAS).

In October 2012 the IPSASB released two exposure drafts proposing concepts that deal with key aspects of the financial statements - being elements and measurement. The IPSASB EDs are available on the XRB website. They build on an earlier phase of the project which discussed users and user needs, objectives of reporting and qualitative characteristics. A future exposure draft will cover matters relating to presentation.

Over time, the conceptual framework is likely to have a very significant impact on the requirements in IPSASs. As a result the conceptual framework could lead to changes in accounting practice in New Zealand. The two current EDs are particularly important in this regard.

Given the significance of the EDs to reporting by public benefit entities in New Zealand, the NZASB is hosting a seminar series on the IPSASB Conceptual Framework proposals. The speaker will be Ken Warren, a New Zealand member on the IPSASB (and also a member of the XRB Board). Ken has been heavily involved in the conceptual framework project and the development of the exposure drafts.

The seminars will cover:
  • The conceptual framework project - its components, the work done to date, and future aspects;
  • An overview of the proposals contained in the current exposure drafts on elements and measurement; and
  • Possible implications of the conceptual framework proposals for current and future IPSASs and New Zealand PBE Standards.

The seminars are as follows:

  • Auckland Seminar: 4-5.30pm, Monday 25 February 2013 at the Heritage Hotel, 35 Hobson St, Auckland.
  • Wellington Seminar: 4-5.30pm, Tuesday 26 February 2013 at the Amora Hotel, Wakefield Street, Wellington.
  • Christchurch Seminar: 4-5.30pm, Wednesday 27 February 2013 at the Netball Centre (The Atrium), 455 Hagley Ave, Addington, Christchurch.


There will also be a webinar for those unable to attend the seminars. This will be as follows:

1-2pm, Friday 1 March 2013.

The seminars and webinar are free and anyone who is interested is invited to attend. Persons interested in reporting by public benefit entities are particularly encouraged to attend.
